SOCIOFISCAL VULNERABILITY IN BRAZILIAN TWIN BORDER CITIES

Abstract

This article examines sociofiscal vulnerability in Brazilian twin border cities, taking the municipality as an ecological unit and social protection as a territorial problem. The corpus comprises the 33 national twin cities recognized by IBGE, using official municipal data from public sources. The methodology combines documentary analysis, descriptive statistics, correlations, exploratory regressions with robust errors, clustering and Monte Carlo simulations to test the stability of a Sociofiscal Vulnerability Index for Twin Border Areas. The results show that the border does not operate as a homogeneous block: small low-density Amazonian and Central-Western municipalities concentrate higher criticality, whereas part of the southern border occupies a better relative position. The article concludes that social protection in twin cities requires fine-grained territorial reading, since sociofiscal inequalities shape the public capacity to convert formal rights into effective access.
