NEOCONSERVATISM IN BRAZIL: URBAN VIOLENCE, RACISM, AND THE CHALLENGES OF SOCIAL WORK

Abstract

This article proposes a critical analysis of contemporary expressions of urban violence, structural racism, and the rise of neoconservatism in Brazil, linking these phenomena to the role of Social Work and the defense of human rights. The reflection begins with the symbolic image of the bodies lined up in Penha Square, Rio de Janeiro, after a police operation, understood as a representation of necropolitics and the trivialization of life. The methodology adopted is qualitative, of a theoretical-critical nature, grounded in the Marxist tradition and the historical-critical approach of Social Work. The study engages with authors such as Achille Mbembe, Silvio Almeida, Ricardo Antunes, Marilda Iamamoto, Elaine Behring, Jason Stanley, and Umberto Eco. The results show that the structural crisis of capital and the rise of conservatism produce the precarization of work, the dismantling of public policies, and the strengthening of authoritarian practices. It is concluded that Social Work is called upon to reaffirm its ethical-political project, resisting the normalization of violence and defending life, social justice, and human rights as non-negotiable values.

Rejane Fatima Gorreis, Unipampa

Social worker, Master's student in Social Work and Social Protection at the Federal University of Pampa (UNIPAMPA), São Borja campus. Graduated in Social Work from the International University Center (UNINTER), where she participated in the Scientific Initiation Program, an experience that contributed to her insertion in academic research. She holds specializations in Social Work in Oncology, Social Assistance Policy, and Public Policies and Government Management.

Her initial training is in the area of ​​Social Communication, with a degree in Public Relations and a specialization in Business Communication from the University of Santa Cruz do Sul (UNISC), a field that continues to permeate her professional practice, especially regarding institutional communication, mediation, and work with groups.

The choice to study Social Work is linked to personal and professional experiences that have driven the expansion of her work in the field of public policies, particularly her experience as the mother of a teenager with Autism Spectrum Disorder, an aspect that contributes to a sensitive and committed perspective on the defense of rights.

She has experience in Social Assistance Policy, having worked as a coordinator of CRAS (Social Assistance Reference Centers), developing actions with families in situations of social vulnerability, intersectoral articulation, and management of social assistance services. She works as a social expert with the Court of Justice of Rio Grande do Sul and as an academic tutor and supervisor in the area of ​​Social Work.

She develops studies and research with an emphasis on social protection policies, especially at the interface between aging, health, and the professional practice of Social Work, from a critical-dialectical perspective.
