Abstract

This article analyzes the effectiveness of social protection policies for people with disabilities (PWD) in Brazil, based on the Demographic Censuses (IBGE) of 2010 and 2022. The objective is to understand how these policies have influenced the living conditions of this population in the areas of health, education and work, considering inequalities of class, gender and race, as well as to evaluate whether such policies have been sufficient to promote social inclusion and the full guarantee of rights. The research is qualitative, based on a bibliographic review and document analysis, guided by a critical and intersectional perspective. The results indicate legal and institutional advances, such as the Brazilian Inclusion Law and the Continuous Cash Benefit, however structural and regional barriers that hinder access to basic rights persist. The methodological changes in the 2022 Census, including ASD, have broadened the understanding of disability, but social and racial inequalities remain as major challenges. It is concluded that the effectiveness of social protection policies depends on the articulation between health, education, social assistance and work, with a focus on reducing structural inequalities and on the consolidation of a truly inclusive and democratic society.

Jonatan Willian Pinto dos Santos , Federal University of Pampa (UNIPAMPA)

Undergraduate student in the Bachelor’s Degree in Social Work at the Universidade Federal do Pampa (UNIPAMPA) – São Borja Campus (RS, Brazil). Volunteer participant in teaching, research, extension, and innovation activities at the Laboratory of Transboundary Studies and Research in Socio-Environmental Cartography (LEPETRACS), and member of the Study and Research Group GEPETRACS, under the supervision of Prof. Dr. Roberto Barboza Castanho.

Dr. Jocenir de Oliveira Silva , Federal University of Pampa (UNIPAMPA)

Adjunct Professor in the Social Work Program at the Federal University of Pampa (UNIPAMPA) and in the Graduate Program in Social Work and Social Protection at the same institution. Holds a degree in Social Work from Universidade Luterana do Brasil (ULBRA), Carazinho campus (2004), and a specialization in Management of Family and Community Health Policies from ULBRA Carazinho (2006). Master’s degree in Social Work from the Graduate Program at the Pontifical Catholic University of Rio Grande do Sul (PUCRS) (2009) and a PhD from PUCRS (2015). Worked as a Social Worker at the Association of Parents and Friends of Exceptional Children of Carazinho (APAE) (2005–2008), as a statutory Social Worker at the Municipal Government of Carazinho (2010), and as a Social Worker at the Physical Rehabilitation Unit of Ijuí (2010/2011). Has teaching experience in the Social Work Program at the University of Cruz Alta (UNICRUZ) and at Universidade Luterana do Brasil (ULBRA), Cachoeira do Sul campus.

Lauden Adrielly de Almeida Melo, Federal University of Pampa (UNIPAMPA)

Master’s student in the Graduate Program (Stricto Sensu) in Social Work and Social Protection (PPGSSPS) at the Federal University of Pampa (UNIPAMPA). Holds a Bachelor’s degree in Social Work from the Federal University of Pampa (UNIPAMPA) (2023), São Borja Campus – RS, Brazil.
